SUHARTO RELATIVE TURNS UP IN JORDAN

JAKARTA, Indonesia (AP) _ Jordan said Tuesday it had granted honorary citizenship to a missing former security chief under investigation for the kidnapping and torture of pro-democracy protesters.
And the brother of former Lt. Gen. Prabowo Subianto said Prabowo was in the Jordanian capital, Amman.

Indonesian Justice Minister Muladi said his country's embassy in Amman was investigating, but he could not confirm whether Prabowo was in Jordan, Indonesia or elsewhere.

If he is in Indonesia, the government ``will have to prevent him from going abroad because he still has a case to be resolved,'' said Muladi, who like many Indonesians goes by only one name.

Prabowo, former President Suharto's son-in-law and the former commander of Indonesia's special forces, could face prosecution for his alleged role in the abduction and torture of nine activists during anti-government demonstrations earlier this year.

Prabowo, who for many Indonesians represents the worst excesses of Suharto's 32-year rule, was removed from his post soon after Suharto's fall from power in May.

He was allowed to leave Indonesia soon after his removal in August for a pilgrimage to the Islamic holy city of Mecca in Saudi Arabia.

His younger brother, Hashim Djojohadikusumo, told journalists Tuesday that Prabowo had been in Amman since the pilgrimage and was undergoing ``routine treatment'' for various illnesses.

In Amman, the office of Prime Minister Fayez Tarawneh confirmed Tuesday that Prabowo's bid for citizenship had been accepted by a royal decree Dec. 10. Last week, however, Prabowo's father told a Jakarta paper that his son was in London.

Suharto's successor and former protege, President B.J. Habibie, is implementing political reforms, and the military has pledged to clean up its human rights record. Student protesters, however, say the government is not moving fast enough on democratic change.
